Submitting Data to the City

If our application wanted to be able to submit useful data to city officials such as issues that need to be fixed, where could that submission go? If we used an email address how could we set it up so that the messages don't automatically get flagged as spam?

It wouldn't help to let residents report issues and them have them go nowhere...

  The City is open to receiving data from an app via email, but we want to assure that it is appropriate for sending, that it gets sent to the right department, and that we have the capabilities and resources to utilize it. So the answers depends on the type of data.
