Real people contacting inmates "social network"

I'll like to create an app that lets people email inmates, but it looks like there is no API access and I'm not sure if scraping or bot-ing the inmate search and email site @ http://apps.sdsheriff.net/wij/wij.aspx is against the TOS.

1) Is there API access to inmate search or their contact?

2) Is it possible for inmates to opt into a social-network type service where they can meet others?

3) Is it possible to search inmates by firstname or lastname only? Or by appearance features such as eye color?

    The resource at http://apps.sdsheriff.net/wij/wij.aspx is operated by the San Diego County Sheriff, not the City of San Diego. You can try contacting them here: http://www.sdsheriff.net/contact.html

    I have forwarded my questions, but I am not sure if they are aware of the SD Apps Challenge.

    For the purposes of the contest, should we just make a prototype app that does not realtime send the message to the inmate, but just saves it on the serverside (for rerouting later)?
