Eligibility Criteria

The rules mention "legal resident of the 50 United States" but submission requires a check-box "Permanent resident or Citizen".

Are non-permanent legal residents allowed to submit applications?

  Good question and sorry for the ambiguity. The rules prevail in this case so non-permanent legal residents are eligible.
